Odisha’s Great Housing Census: One Chief Minister, Two Homes, and Several Versions of the Truth

When a ₹73-lakh repair bill grows into ₹3.31 crore, the walls are not the only things being renovated.

Bhubaneswar has reportedly discovered a new branch of public administration: elastic accounting. Under this advanced system, a government bungalow is not merely repaired; it is emotionally supported, politically moisturised, security-proofed, structurally uplifted and, when required, reborn as a completely different figure in the next official explanation.

For a while, Odisha was told that repair and renovation of Chief Minister Mohan Charan Majhi’s two official residences cost about ₹73.58 lakh: ₹50.10 lakh for one accommodation and ₹23.47 lakh for the other. This was part of a wider Assembly-reported expenditure of about ₹3.39 crore for official quarters of the Chief Minister, two deputy chief ministers, and other ministers.

Then came the sequel, titled The Renovation Returns: Director’s Crore Cut. A later RTI-based account put expenditure on the Chief Minister’s two residences at over ₹3.31 crore – about ₹2.32 crore for the Unit-V residence and ₹98.57 lakh for the Unit-II property.

Naturally, Odisha’s citizens may be forgiven for asking whether the government renovated two homes, or acquired a luxury time machine in which every fresh disclosure travels back and adds another zero.

The Miracle of Expanding Plaster

In ordinary households, a leaking tap produces one plumber, two curses and a bill that hurts the soul. In government housing, apparently, a leak can evolve into a fiscal ecosystem.

Perhaps the ₹73.58 lakh was for repairing the residence’s visible wounds – the cracked wall, loose tile and depressed curtain rod. The other ₹2.57 crore or so may have been spent on repairing its invisible injuries: wounded dignity, insecure ceilings, traumatised corridors and a veranda suffering from the psychological burden of being merely functional.

After all, a Chief Minister cannot be expected to govern from a house that does not adequately reflect the nation’s commitment to beige marble, reinforced gates and the sacred constitutional right to a bathroom whose taps have seen more capital expenditure than some village roads.

The figures may not match, but they are united by a common commitment to looking expensive.

Cabinet Arithmetic, Now With Decorative Confusion

The earlier public breakdown said Deputy Chief Minister Kanak Vardhan Singh Deo’s official quarter received roughly ₹28.21 lakh in repair work, while Deputy Chief Minister Pravati Parida’s residence accounted for about ₹7.72 lakh. Several ministers’ quarters also recorded expenditures ranging from roughly ₹5 lakh to more than ₹25 lakh.

So the state’s original renovation story resembled a modest government spreadsheet: one CM, two deputies, a cabinet, several quarters and a combined bill of approximately ₹3.39 crore.

The new story, however, is more ambitious. The Chief Minister’s two houses alone now seem to consume nearly the entire earlier statewide renovation universe. This is not a discrepancy; this is budgetary yoga. Numbers bend, stretch, fold backwards and eventually touch their own foreheads.

It is possible that the state has invented a bold new infrastructure model: first disclose the repair, then disclose the renovation, then disclose the construction, and finally explain that none of these should be compared because comparison may endanger national security, public order, structural integrity, or the peace of a particularly sensitive false ceiling.

Security: The Ultimate Interior Designer

Officials reportedly withheld detailed documents and approvals on security grounds, noting the Chief Minister’s Z+ security arrangement.

Fair enough. No citizen wants blueprints, gate codes or security-sensitive layouts in public circulation. But there is a difference between protecting operational security and treating the total bill like a classified nuclear programme.

Nobody is demanding a map showing which cupboard stores the emergency samosas. They are asking a simpler civic question: How did a ₹73.58-lakh repair narrative become a ₹3.31-crore renovation narrative?

A democracy can survive a freshly painted official wall. What it struggles to survive is a wall so opaque that even the arithmetic cannot find a door.
